In compliance with the “Return to Work“ legislation (Public Act 97-0968; HB4996), a new retiree rehire form must be submitted for approval each year for all rehired retirees. This includes status Civil Service positions. The new SURS year begins on 9/1/16 through 8/31/17. Approvals for all faculty (except those faculty who teach during the academic year cycle (August 16-December 31, January 1-May 15, and summer) will coincide with the process for staff and will be based off of the SURS year 9/1-8/31. A new request must be submitted for each appointment period. For Extra Help positions, a new form must be submitted for each appointment. Please note that the employment of retirees must also comply with the Civil Service rule that limits the total work hours for any Extra Help position. At the end of each SURS year (8/31) UIC HR must report all rehired retiree earnings to SURS and identify affected annuitants.
Requests should be submitted using the electronic “Proposal for Re-Employment of a SURS Employer Retiree” form. The “Statement of SURS Annuity Status” form must also be completed and signed by the retiree and attached in the electronic form. Once approved, rehired retirees are then reported to SURS by the appropriate HR office. This must be done within 60 days of hire to avoid a potential penalty. While the legislation related to the rehiring of retirees has been in effect for the last few years, it is an area that is still being closely audited by the University itself. Past University Audits have found the University in violation of the revised rules. Therefore, it is imperative that rehired retirees be processed on a timely basis by Units to avoid a penalty charge from SURS to the respective Unit.
In addition to the forms above, all rehired retirees must have completed ANCRA training in order to be processed. If you have any questions about a rehired retiree completing ANCRA training, please contact Cassandra Staudacher at email@example.com.
Criminal background checks and other applicable pre-employment assessments must also be completed for newly hired retirees or existing retirees that are transitioning to an appointment that requires a criminal background check. Please reference the Background Check Compliance page on the UIC Human Resources website for detailed information. Requests should be submitted at least three weeks prior to the proposed effective date of the appointment. Please remember that retirees should not begin working prior to approval of the Proposal of Re-Employment form or prior to the clearance of any requisite background checks.
