The federal Patient Protection and Affordable Care Act (PPACA) requires that all large employers implement certain provisions within specified timeframes. The University is taking steps to meet its obligations under PPACA. The following information was originally sent as a DDDH memo from Maureen Parks’ office in early July, 2013. Additional communications will be posted as they become available. Visit the UIC Human Resources website regularly for updates.
What are we doing?
A University-wide workgroup has been created comprised of representatives from University and Campus Human Resources, University Counsel, University Payroll and Benefits, campus Student Insurance, and campus Student Employment. The workgroup is developing the University’s implementation plan, taking into account the existing framework of health care coverage provided by the State of Illinois.
What should you know?
Implementation Date: Because the State of Illinois health insurance plans operate on a fiscal-year basis, the University must implement certain PPACA employer requirements by July 1, 2014. Responsibility to Provide Coverage: To avoid significant financial penalties under PPACA, a large employer must offer health care coverage to 95% of its full-time employees. (PPACA defines an employee as “full-time” if she or he works an average of 30 hours of service or more per week.) Additionally, the health plan must meet specified minimum coverage requirements and an affordability test.
What do you need to do?
At this point, you and your Human Resources staff do not need to take any action regarding PPACA implementation. Your Campus workgroup representative may contact you or your HR staff if your unit has a large concentration of employees who are not currently eligible for the State of Illinois group health insurance plans. The workgroup will identify changes to policies or procedures that may be necessary for PPACA implementation. Once we have determined the necessary changes, we will communicate further to you and your Human Resources staff.
